If a service who is already using MESH is moving from one provider to another, are any changes required? The service will already have mailboxes established so presuming workflow IDs would remain.

Are you referring to a GP practice with an existing mailbox or referring to a Trust?
If it’s a practice that is switching supplier, it also depends if they are moving from TPP to a non-TPP system supplier (or vice versa) as TPP use shared mailboxes, so a practice may not necessarily have a mailbox for their ODS code. If a practice is moving to TPP, then their existing MESH mailbox will need to be deactivated.
A practice moving from a non-TPP supplier to another non-TPP supplier may keep their mailbox id but may require workflows adding (or removing) if the new supplier is able to (or cannot) support certain workflow ids.
We would need to update the mailbox config to reflect the change of 3rd Party Organisation.
We would also need to reset the mailbox password so that the old supplier will no longer be able to connect to the MESH mailbox and the new supplier can.
