NIR is an API and gives API failure responses as an output to the connecting system. How the error is presented is up to the connecting system, as they provide the user interface. If it is interpreted the failure is caused by NIR, then the National Service Desk, Service Now is where you would raise that concern. However, if the failure is with the providing system, you would follow their support process and Local Standard Operating Procedures accordingly.
