The suggested changes are:

There will be a new address structure: 3 lines + city (posttown) + postcode + country + state (home nation - ENG, SCO, WAL, NI etc) + UPRN (property identifier for the UK)

Address line positions will be preserved for the first 3 lines

Instead of asking users to type their address, systems would be required to guide them to address lookup, with manual entry only if absolutely needed. The aim is to improve the accuracy and consistency of address data by encouraging selection from a standardized data set rather than relying on manual entry. This helps ensure that addresses are complete and linked to a UPRN while still allowing manual entry as a fall back. The official dataset for this is the OS National Geographic Database

ZZ99 pseudo postcodes will be retired in PDS FHIR v2 onwards with “flags” indicating NFA for example, and countries done via the country field
