GP practice patient registration information

Hello,

I’m trying to find out if the information provided in the downloads from this page Patients Registered at a GP Practice - NHS England Digital is available via an API.

I looked at the list of APIs and I don’t think it is but thought I’d ask in case I missed it and someone else knows where it is.
