Why do I get the error message "Sorry, there is a problem with the service. Action expired" when I click on the Developer account activation link in the email?

The most likely cause of this is that the activation link has expired (i.e. more than an hour has passed since the email was sent).

To get your account activated, you can:

  1. Navigate to Log in to NHS Digital developer account and sign in with the account created (but not activated) previously.
  2. You see the screen about verifying your email address again.
  3. A new email is sent automatically.
  4. Click on the activation link in the new email within an hour.

You are correct, when you create a developer account, an email is sent to the email address that you provided during the setup.
You have to activate your account by clicking the link in that email.
That email expires 1 hour after it is sent.
If you click the link after this time, you will see this error message.
