Hi @product1,

The error you are receiving is not related to legitimate relationships (you have a valid relationship) but rather due to the state of the referral not being appropriate to record a triage outcome. i.e. it is not in a state to be reviewed.

The documentation for the API ([Record triage outcome (A028, FHIR STU3)](https://digital.nhs.uk/developer/api-catalogue/e-referral-service-fhir#post-/STU3/ReferralRequest/-ubrn-/$ers.recordReviewOutcome)) includes detail of how to determine if the referral is in the appropriate state in the “Pre-requisites” section:

> You need to use [Retrieve referral worklist (A008)](https://digital.nhs.uk/developer/api-catalogue/e-referral-service-fhir#post-/STU3/ReferralRequest/$ers.fetchworklist) to retrieve the contents of the ‘Referrals For Review’ worklist. [Record triage outcome (A028)](https://digital.nhs.uk/developer/api-catalogue/e-referral-service-fhir#post-/STU3/ReferralRequest/-ubrn-/$ers.recordReviewOutcome) can only be used for referrals sent into triage services, and not the referrals booked into bookable services.
>
> You need to use [Retrieve referral worklist (A008)](https://digital.nhs.uk/developer/api-catalogue/e-referral-service-fhir#post-/STU3/ReferralRequest/$ers.fetchworklist) to retrieve the contents of the ‘Appointment Slot Issues’ worklist. This provides a list of referrals that have been deferred into directly bookable services.
>
> - Referrals from this worklist may already have been reviewed or may not have any referral clinical information associated, in which case [Record triage outcome (A028)](https://digital.nhs.uk/developer/api-catalogue/e-referral-service-fhir#post-/STU3/ReferralRequest/-ubrn-/$ers.recordReviewOutcome) cannot be used.
> - [Record triage outcome (A028)](https://digital.nhs.uk/developer/api-catalogue/e-referral-service-fhir#post-/STU3/ReferralRequest/-ubrn-/$ers.recordReviewOutcome) can only be used for those referrals, on the ‘Appointment Slot Issues’ worklist, which are pending review.
> - As such, you need to use [Available actions for user (A029)](https://digital.nhs.uk/developer/api-catalogue/e-referral-service-fhir#get-/STU3/Task) to determine if [Record triage outcome (A028)](https://digital.nhs.uk/developer/api-catalogue/e-referral-service-fhir#post-/STU3/ReferralRequest/-ubrn-/$ers.recordReviewOutcome) is a permissible action.

Please also see the related use case documentation: [Receive and review referrals as a service provider](https://digital.nhs.uk/developer/guides-and-documentation/building-healthcare-software/referrals-and-bookings/e-referral-service/receive-and-review-referrals-as-a-service-provider).

@zubeir.tai FYI.

Regards,

Adam.

Hi @adam.oldfield Is this issue also similar to the one I enquired above?

Hi @product1,

This error is related to legitimate relationships.

The call you have made is in the context of a `Referring Clinician` at End User Organisation `RHS`. In this context the call will only have LR with the Referral (as identified by the UBRN) if the referral was either created by `RHS` or `RHS` happens to be the related patients registered GP practice. The call has failed so I am assuming this is not the case.

Regards,

Adam.
