Start conversations now. Ensure you have engaged with all relevant parties on use-cases (Suppliers, organisations and core NIR team) then start the DOS process. The NIR team recommends including indicative roll out-plans and additional funding for resources as part of the LOA process where applicable to ensure you have the support needed to move quickly.
